Your statement reminded me of the rant by the principal @ WEHS during a faculty meeting that "I can get people out of the line at the unemployment office to flunk these students". (He didn't deal with the idea that those same people could PASS these students as well)

He wanted fewer Fs to be given because they made a problem for him downtown (HQ) when the leadership at that time wanted no grade below 50 to be given to any student for any assignment.
