Solo was half right. Sweden weren't cowards, they were smart. They played the only way they had a chance to win, that is, a strong defensive game and wait for a break. Sweden's only chance was to get to a shootout, which is a crap shoot at best. Yes the US is the better team, but they were out played by a well constructed game plan.

Where do people actually play Rugby in HS? I've only known of clubs and those guys are usually ex-HS football players.

The Jesuit private schools almost all play rugby, as do a fair number of other Roman Catholic schools. There's a lot of it in Utah, largely the Pacific Islander factor. Most of the rest are clubs organized at the HS level. Lots of those in Texas and California, I'm not as familiar with other states.
The big reason it's not in more high schools (other than the Jesuits) is the football coaches. They're worried that their players will either 1) get hurt, or 2) decide they like rugby better. The answer they give for the record is the first one, but statistics show that HS rugby has a fairly low injury rate, about the same as soccer. That's because rugby focuses so heavily on technique, which would actually make players better football players, but coaches don't want to hear that. What they really worry about is the second one.
Cal-Berkeley has a tradition of football players playing rugby. They've had all-conference and all-American football players who played rugby. The famous Stanford band touchdown was scored by a kickoff return team consisting of eleven rugby players, chosen for their ability to keep the ball alive. There's a story that when Mike White was coaching Cal, a sportswriter happened to visit Witter Field, where the Cal team was playing a friendly against the alumni. He noticed a couple of all-conference football players playing for the varsity. He asked someone, "Does Coach White know these guys are playing rugby? How does he feel about that?" The answer, "Why don't you ask him at halftime? Right now, he's busy packing down with the Old Blues."

Mike Friday has made it a point to recruit football players and transition them to rugby. He's got a few more on his taxi squad, including a friend of mine, Spike Davis, who played at SMU. It's a paradigm shift that, despite the showing in Rio, has already had a significant positive impact on the US team. They've gone from about 13th in the world to about 4th or 5th, in roughly two years. They won their first ever international tournament in London last year. And even in Rio, we gave eventual gold medalists Fiji their biggest scare. We got hurt by the pool draw, for one thing. And had we scored two more points, we would have kicked New Zealand out of the medal round.

My grandsons play rugby at McQuaid Jesuit HS in Rochester (NY). They also play hockey and found rugby fits their temperament. The school runs into two problems recruiting players. First there are only two other teams within a 90 mile radius. Second, lacrosse has become a BIG time sport and attracts a similar skill set.
