probably has something to do with relaitve population increase/decrease for C-USA given the markets that are leaving and those that are coming in. Production on the field is probably not weighted nearly as heavily as market population.

It's not really the states but the markets. It's hard to get your local cable company in Dallas to televise a Sun Belt game there w/o a member school in the area. I'm also pretty sure if a school gets hot, like Houston last year, having the rights to cover C-USA in the Houston market paid a nice dividend.
