Like I said, it won't happen but just throwing it out there.
The military academy do have their games shown on the Armed Forces Network that the bases around the world gets. Yes, they are International. That is why you get football players from American Samoa, Australia, England, Germany, UK and other places in Europe. There are now some players from the Middle East on college teams playing American tackle football. I have seen some players from Japan as well who transfer to colleges and universities in the states as well.

1. It's defined by the NCAA as a regular season weekend.
2. The NCAA Postseason Bowl Handbook says bowls "should be conducted within a time period that generally occurs between the end of examination schedules for the first semester or fall term and the start of classes for the second semester or winter term for most member institutions." Specifically, it lists earliest dates for bowl for the next several years:

12/20/2024
12/19/2025
Note that those are all the Friday after the second Saturday in December.

I understand that’s the current rule. There has been a concrete proposal in the NCAA to change that so that bowls could start as early as Army-Navy weekend. It was in conjunction with a proposal to allow all schools ti start playing on what’s currently Week 0:
