I think no news is good news but I dont know for a fact.
I'd argue that things are looking up.
What I mean is that ... the '23-'24 leadership will be intact meaning stability.
College basketball has become more volatile. It is also perimeter based. Adding skilled perimeter players improves your odds of competing at a higher level. As was with Freeman, Hamilton and Kimble they were overlooked with Covid restrictions on recruiting as the two latest additions were with an emphasis on bringing in proven talent via the Portal.
WMU has used the Portal effectively with Smith, MacMillian, Hastings and Norman.
But I think Stephens is looking to lay the ground work of building from the ground up. Prove and establish yourself and don't be looking over your shoulder for a player with 2 yrs left coming in to replace you. Yes, competition with the next class and yes there will a hole to fill that can only be done via transfer.
For those who have "proven" self they'll see the NLI rewards in time. As someone posted few will reap a disproportional sum as others don't merit it. They get paid for marketable talent.
I concur with ESS that DB the AD not our former budD here will need to come up with a plan or put the one he's conjuring up in due time.
