In the past, schools bought recruits and risked the "wrath" of the NCAA. Today schools can buy recruits and we call it NIL.

I don’t think NIL is an issue in this matter. Going to give nods to a lot of different posters in my explanation:
Tru’ once pointed out: EMU has it much better than other mid-majors since they already have a GameAbove type organization. I know we assumed Batch’s $1 mill to QB Caleb was probably mostly buzz advertisement, but if Caleb took him up on it they likely would have had to pay. GameAbove knows what they are doing in general, and I am sure they are involved in these talks so far otherwise there wouldn’t be any.
As Luckey pointed out: the going rate for a star bb player will likely be an ROI on ticket sales in one season alone. GameAbove shelled out 2.4 million to change the convo name. They can easily shell out say 0.4k (speculative figure on my part) for this and it will have both a greater and a more immediate transformational effect on the university/program.
As ‘79 points out, we could get Emoni at a discount because there is more incentive for him to come here. (BTW, eloquently expressed about the mountain analogy, ‘79. Poetic). Plus, being the home town team, EMU creates as much buzz for Emoni as Emoni does for EMU. So we might get him for say 200k (speculative figure) and distribute out another 200k to lure other recruits and keeping existing players happy.
To be clear, my post/reply is PURELY HYPOTHETICAL AND SPECULATIVE only to demonstrate the point that NIL is not the limiting factor in EMU-EMoni relationship. Plus, I still think there is no way he comes to EMU.
