Well, Charleston doesn't have a bowl currently, so that wouldn't apply there.
Also, does a city really need to "care" about a bowl? What benefit does that bring? It seems like being in a place teams and fans want to go to is the most important factor.
I've been to Montgomery for the Camellia Bowl, and nothing suggested to me that the city particularly "cared" about it, even though it was the only game in town.
