I could see a 9-2 Navy or 10-2 SMU (assuming a win for both) enter in place of Cincy. Again, just given the timing. But they’d probably enter at 24-25 at best.

Are you stunned yet? Cincy 1 behind Boise playing 17th Memphis in the championship game. Boise doesn't play a ranked team. Cincy should be all accounts overtake Boise if they win and Memphis obviously will be the top dog to the Access bowl if they win.
