I'm not convinced it was done as an intentional partisan move. I think it is more likely that Comley was trying to cover his ass because of what he had promised congress when he testified. It is more a case of him being tone deaf. He ends up screwing it all up. The FBI should never speak publicly about their investigations. They should indict if there is sufficient evidence, nothing else.

He screwed up in July, and now has screwed up trying to fix it.

Actually based on Wikileaks out today it looks like the HRC Campaign had a non-aggression pact with the Bernie Campaign via leverage on Bernie and were willing to use the leverage to enforce the pact.
