This sounds like a cleaned up version of what actually happened.

Recent tweets seem to indicate that pelini and the DC was at a party where weed was smoked. Sorry for the repost

My guess is the party involved students and maybe the coaches were either partaking or providing.

Question is why he would agree to resign rather than forcing the school to fire him. That usually has contract implications. But of course we don't know all the details yet.

You may not realize it, but people employed at institutions of higher learning are required to obey the law. You may not agree with a law, but it is still the law.

I agree that there is more to the story than being in the room where it is being smoked. That sounds like an explanation the lawyers cooked up. He either provided it to a student or was seen by students using it. I would guess the former and the lawyers are trying to avoid lawsuits.
