I think you would punishing the wrong party. If a kid leaves early he or she should pay back the amount of scholarship earned out of their signing bonus. For instance if a star bb player is a one and done he pays the University back for his first year's full scholarship. If he stays two years he pays back for 2. If he stays 3 years he owes nothing.

What this will do is to encourage these kids to sign professionally out of high school and it would encourage the pros to pay them while they gave them more training. The schools are being used by the pros to develop skill sets for these kids that they can reap for free.

And if baseball can sign a kid right out of high school then all pro sports should have that opportunity. But compensating the colleges for developing skills of athletes who leave early is reasonable since the University doesn't full reap the benefit of having developed those skills.

I'm not a fan of the 1 and done and if we move to pay for play then we can sign these kids to a 4 or 5 year contract and any professional team seeking their services would have to buy out that contract to do so, which is fair.

Does that apply to all scholarships? Do we punish people on academic scholarships if they move/transfer?

A scholarships isn't a payment or signing bonus, it's a scholarship.
