I don't think this was Huge going out on her own. Appeals to others in the administration aren't likely to find sympathetic ears.

I agree Huge does not make the move without Rowe agreement but it never hurts to professionally express your disapproval.

I think that Huge instigated the move and was able to talk Rowe into it. I am 100% sure that both women were caught totally by surprise by the extent of the backlash. I think Huge will never voluntarily retract her move but I think that Rowe probably has better awareness of the optics involved and could thus overrule her. It might mean that Huge would have to resign in order to save face -- but I think Rowe should be willing to accept that resignation. That is why I have written to Rowe several times but I have not wasted my time writing to Huge.
