There won't be a proven vaccine anytime in the near future. College administrators could be facing same issue in Aug 2021. College campuses and athletics will just have to learn how to handle this like the PGA Tour is doing. They continue to go forward and make adjustments to the "new normal" or the whole system will be bankrupted.

Also, you mentioned PGA tour. Golf and tennis are sports where it is reasonably safe to spread people out.
If university golf and tennis were profitable, those sports could probably play safely.
Also to your point on the system. Everyone wants things to go back to normal, but I think people need to take necessary precautions. And that's not what's happening.
We still don't know what the level of immunity for this virus is.
