RE: When the divisionless model passes, who do you want your 3 permanent partners to be?
Since I don't have a team, here's how I would pick for everyone trying to make the most schools satisfied (even if not fully). In alphabetical order:

Boston College......Louisville, Pitt, Syracuse
Clemson...............Florida State, Georgia Tech, Miami
Duke....................North Carolina, NC State, Wake Forest
Florida State.........Clemson, Georgia Tech, Miami,
Georgia Tech.........Clemson, Florida State, Virginia Tech
Louisville..............Boston College, Miami, Pitt
Miami..................Clemson, Florida State, Louisville
NC State..............Duke, North Carolina, Wake Forest
North Carolina......Duke, NC State, Virginia
Pitt......................Boston College, Louisville, Syracuse
Syracuse..............Boston College, Pitt, Virginia
Virginia................North Carolina, Syracuse, Virginia Tech
Virginia Tech.........Georgia Tech, Virginia, Wake Forest
Wake Forest..........Duke, NC State, Virginia Tech

If any school has a fourth team they (mutually) want to play every year instead of every other year, they can schedule them OOC.

RE: who do you want your 3 permanent partners to be?
Not necessary what I would do, but what I predict:

Boston College......Syracuse, Virginia, Wake Forest,
Clemson...............Florida State, Georgia Tech, NC State
Duke....................Georgia Tech, North Carolina, Wake Forest
Florida State.........Clemson, Georgia Tech, Miami
Georgia Tech.........Clemson, Duke, Florida State
Louisville..............Pitt, Syracuse, Virginia Tech
Miami..................Florida State, Pitt, Virginia Tech
NC State..............Clemson, North Carolina, Wake Forest
North Carolina......Duke, NC State, Virginia
Pitt......................Louisville, Miami, Syracuse
Syracuse..............Boston College, Louisville, Pitt
Virginia................Boston College, North Carolina, Virginia Tech
Virginia Tech.........Louisville, Miami, Virginia
Wake Forest..........Boston College, Duke, NC State

Color indicates Rivalry Week opponent. I could see a rotation of Miami with BC and Syracuse as well, schedule permitting.

I agee that esayem's list is more likely to happen. The saving grace is that, without the need for divisions, you play every other team twice every four years (so every other year, on average). So even if a game isn't annual, it's semi-annual.

This would be good for Syracuse. It would be great if we could get Miami every other year, and also VT every other year that we dont play Miami. I would love that.

No matter how it eventually shakes out, I bet the schedule maker demands a raise for figuring out who the matchups in the other five games will be every year so everybody plays each other home and home every four years and everybody get four home conference games every year. I get headaches just thinking about it.

For Clemson, the ACC will most likely pick the 3 schools located geographically as far away as possible: Miami (726 miles), Syracuse (862 miles), and Boston College (945 miles).

Just kidding ......... I think the 3 you picked for Clemson are the most likely and most Clemson fans would be fine with these picks.

I could also see the ACC being very unimaginative and maintaining BC-VaTech and UVa-Louisville, despite VaTech-Louisville being much more compelling for TV.

Noooooo!

Nothing against BC but we had played BC way too many times.

VT needs to play UL.
UVA needs to play BC.

ESPN's Pete Thamel reported on Monday the elimination of divisions in football has been under discussion lately and is being examined further during the ACC spring meetings being held this week.

Thamel also said that divisions could be eliminated as early as 2023.

Thamel presented two potential models the ACC could go with.

One is teams having three permanent opponents and rotating five more on and off the schedule every other year.

The other one reported is having only two permanent opponents and rotating six teams on and off the schedule every other year, which would send each ACC team through a team's campus over four years.

ACC commissioner Jim Phillips has already expressed publicly that he intends to petition the NCAA to not require divisions for 12-plus-team leagues for a championship game, which is what was granted one-time for the 2020 pandemic-affected campaign.

1+2+12 = A 15-team schedule??

Hmm, divisionless could be the door by which the ACC gets Notre Dame to Charlotte. Don’t think the above formula equates to a 5-game Notre Dame schedule though.

Joining the ACC for football and playing eight or nine conference games a year is the only way Notre Dame gets to Charlotte, unless of course we are talking about the Duke's Mayo Classic, Duke's Mayo Bowl, a Shamrock Series game, or some other neutral site matchup.

Sorry, I don't want any part of a conference championship game where one team is allowed to only play five conference games and the other plays eight.

I'd literally be happy with any configuration of permanent opponents for Louisville.

If I got to choose ...

Virginia Tech
Syracuse
Either Florida State or Miami.

I'm just going to move on from this conversation. I'm afraid I'm too old or unintelligent to interpret this.

RE: When the divisionless model passes, who do you want your 3 permanent partners to be?
I suppose the ACC doesn’t have to give EVERY team the same rival format. If there are only 2 rival-options (100% or 50%) then yes, everyone will have exactly 3 permanent rivals. But if there are 3 rival-options (playing a given conference mate either 100%, 67%, or 33% of the time), teams could have an array of rivalry sets.

A team would have X permanent rivals (where X = 0 to 5), 11-2X minor rivals (played 2 years on, 1 year off), and play everyone else every third year.

The X for Clemson may be different than for Virginia or for Florida State. It would have 0 effect on in-season competition because every team would be playing a rather random set of 8 conference opponents within a single division.
