Oh but they have! They came together on cruise ships, airliners, ski resorts, hotels, restaurants, St. Patrick's Day parties and what has it done for us? A $2 Hooker doesn't spread like this virus!

How does a tax holiday help someone who has lost hours or lost their job because of the pandemic?

'what you want' has absolutely nothing to do with addressing the need.... and as you note, people like us aren't the target of the program in the first place so with respect, who gives a flying **** what would be preferable for 'us'?

I mentioned this on the Rice board, but will repeat here. The Germans have a thing called kurzarbeit ("short work") where, in order to stave off unemployment, the government will pay, say, 50% of an employee's compensation in order for the employer to keep him/her working. I'd like to see us do something like that.

give it to everyone
on the 2020 year tax form, ask 'did you get the money' (and we would know because of SSN's on the form)..... if they say no, start an audit/paper trail
if your 2020 AGI is < 'x', enter 0 (you keep it all)
if your 2020 AGI is > 'y', enter the amount you were given
and a scale between x and y

Subtract that number from your AGI

(I may have gotten backwards the adds and subtracts, but you know)

Someone posted that Halliburton was doing that in Houston. People work every other week.
