The quality certainly varies.
My solution.
Don't bother with trying to find neutral announcers. Instead just spend enough for each team to send their announcers on the road. In general the majority of viewers are more likely watching to see the visiting team since a decent number of the potential home team viewers are at the game or have something going on that prevents them from attending that probably prevents them from watching.
Keep the locally produced features. Those are good experience for students and generally interesting for the viewers who don't know the opponent's program inside and out.
Yeah it costs money to put two people on the road but at least the viewer isn't stuck with two people who are wrapped up agreeing with the fans in the stands and if you go to your team's home games you never have to hear the opponent "homer" announcers.

I kinda like homer announcers too to be honest when you KNOW they are homer announcers. Now if you are watching an ESPN or ESPN2 for example that are really supposed to be neutral are annoying. In fact, I stream the other teams post game radio to hear their take on the game when leaving the game. Fun to see other sides view.

I really wish someone in Troy would explain to that one announcer just what a finger roll is. Also, whoever thought it'd be a good idea to hire US Reed....no. He may be a great guy but he is a terrible color guy. We rarely have Catalina doing color for us anymore. I wonder if the audience could understand him? He has a unique accent/drawl.
