Not sure why he's laughing.... The joke is TV markets and who gets to claim them. UNC, Duke, and NCSU can claim Farmville which is 8 miles from ECU, but ECU can't claim any traction in RDU where its largest concentration of alumni live.... Markets matter sure, but the influence is diminishing rapidly with streaming and a la carte TV. Ultimately its going to be about who gets people to buy the station and turn on the TV. Not just the arbitrary number of households in your market.
Streaming doesn't change anything. You will still have local advertising. Who is watching where still will matter.

As someone who sold Local advertising for a few years I could explain it, but I suspect you are being facetious...I sold Spanish language radio for Univision in Houston and for awhile even local advertising for a mega non-denominational Church that owned a couple of Christian stations. The need may shrink, but there will always be a need for it because as you are driving down the road in rush hour you need to listen to something. School announcements, road closures, local weather events. There will always be local ads put in that niche media one has to listen too. Don't even get me started on the billboards everywhere. Local advertising isn't going away.

Two things on this...
1: I think he was talking about it in the context of college football revenue. Yes, there will likely always be billboards on the side of the road, but like on other streaming shows, you'll likely see more national ads (AllState, Amazon) vs. local (Fred's rims on credit, Bob's Asian massages).
2: In your defense, does the no-ad option include sports? Sirius/XM is supposed to be commercial free, but it doesn't apply to sports. Games have tv timeouts, and Mike Golic has to take a leak every now and then. They aren't just going to broadcast dead air during that time.

If anything, markets are meaningless because schools rarely command their home market. Usually, the flagship in the countryside does.
