If the networks are showing that they don't have a lot of interest in our conference games, then what if we scheduled less of them and more OOC games? Try something radical like only play teams in your division (i.e. 6 conference games) and allow the teams to schedule 6 OOC games. Preferably require each team to schedule at least one P5 home game per year. The division winners play each other in the championship game.
Alternatively, the league could drop to 7 conference games and schedule only 1 crossover game and leave 5 OOC games. The league would have to step in and keep teams from scheduling multiple road body bag games. The intent is to increase TV revenue by enabling teams to schedule more desirable home opponents that TV is more interested in televising.

Good idea in theory, but where are you going to get five or six OOC games when three of the P5 play nine-game schedules and a fourth (the ACC) may be about to join them?
Plus, by the time you get to weeks 5-7, where these extra OOC games will likely take place, everyone else is in their conference schedules. There won't be many available opponents period, much less desirable ones.
Now if everyone in G5 were to go to a division-only scheduling scheme, you'd at least open up the OOC for better G5 vs. G5 matchups late in the non-conference period. But if CUSA is the only conference to go to a 6 or 7-game schedule, filling that extra game or two becomes a nightmare.

^Not only that, but how many times do OOC games get pushed back, bought out or cancelled? Seems like most of the guaranteed annual OOC games outside the P5 involve the service academies plus maybe a few P5/G5 in state rivalries. Seems risky for TV to purchase rights to a conference banking on OOC games.

There are ways around all of that.
Allow CUSA East/West teams to play each other in an "OOC" game if they are unable to find a game, or if they would like to play each other. Basically it would allow Marshall to play So Miss/La Tech every year in regular season if we wanted. It also wouldn't hurt either of the teams standings within our own division, even if we were to lose.
I would much rather play the better teams in CUSA West to help with SOS concerns.

Unless we fight it, and I assume we will. Kicker is, if they would have enforced previous restrictions, like stadium size, attendance, etc, DIA would not be so watered down right now. We have too many programs that do not belong in 1A, some are recent up comers and some have been playing for years. GSU and App St. belong a lot more that some of the old timers, like a few in each conference of the G5.
About the fighting it part. You have to remember that a majority of these schools that would get screwed are state institutions, and some are even flagships of their states. Like NM, UNLV, UNR, WYOMING. You have some who aren't flagships but are still important, like ECU, Marshall, USM, etc. I just don't see the P5 winning that fight if it comes.

Why would they want to jeopardize that by giving up home games and decreasing their chances of having a "winning" season every year?

It would not be ideal, but you could always play a school from the other conference division as an OOC the same way that some ACC schools have done (UNC vs WF last year for example). Flexibility in scheduling is the key and building a stronger home schedule (at least from a TV standpoint) would be the goal so that the conference TV inventory is more valuable. It usually is not a problem scheduling OOC games during the first half of the season. It is the last half that becomes more problematic, which is the challenge that the independents face.
If the goal is to increase TV revenues, and possibly even home attendance, then something is probably going to have to change.
