This covers it pretty good. There will be justifiable law suites like crazy vs the men and the university. I think Briles is done in college football.
Briles and McCaw have been criticized for recruiting players who were previously dismissed by their former schools and for the way they disciplined players who allegedly committed violent acts against women and other assaults.
The school said in the release that McCaw will work with university leadership and the Board of Regents "to implement the recommendations as they relate to the restoration of a tone of accountability within the football program, to effective oversight and controls of the Athletics Department, and to critically needed changes that will re-align the Athletics program with the University mission."
Baylor's statement said that the findings in the report by the Philadelphia law firm Pepper Hamilton "reflect a fundamental failure by Baylor to implement Title IX of the Education Amendments of 1972 (Title IX) and the Violence Against Women Reauthorization Act of 2013 (VAWA)." According to Baylor, the findings in the report include:
The University's student conduct processes were wholly inadequate to consistently provide a prompt and equitable response under Title IX; Baylor failed to consistently support complainants through the provision of interim measures; and in some cases, the University failed to take action to identify and eliminate a potential hostile environment, prevent its recurrence or address its effects.
Actions by University administrators directly discouraged some complainants from reporting or participating in student conduct processes and in one instance constituted retaliation against a complainant for reporting sexual assault.
In addition to broader University failings, Pepper found specific failings within both the football program and Athletics department leadership, including a failure to identify and respond to a pattern of sexual violence by a football player and to a report of dating violence.
There are significant concerns about the tone and culture within Baylor's football program as it relates to accountability for all forms of student athlete misconduct.
Over the course of their review, Pepper investigated the University's response to reports of a sexual assault involving multiple football players. The football program and Athletics department leadership failed to take appropriate action in response to these reports.

And please don't be confused into thinking 1 old man of a coach can control 50+ 18-22 y/o boys. Thank God my career isn't dependent on 18-22 y/o boys who have likely never been disciplined due to their increased talent level at previous levels---and during their first years out from mommy and daddy no less. Bring him in, hire administration responsible for team behavior. Control what you can control and FREGGIN WIN.

Briles and the DC Phil Bennett - who is, by the way, being considered for the Interim HC - knowingly recruited kids who had been accused of assaulting girls at other institutions and then kicked off their teams. I mean, you're telling me that a Freshman All-American at Boise State just happens to get kicked off the team and you don't bother to even ask why before offering him a scholarship to transfer? That kid is now two years into a twenty year sentence for raping a Baylor co-ed.
So now this brain trust is talking about giving the DC the job for a year, even though this was the guy the convicted player was recruited by and answered to for a year while it was all going on.
If I'm Baylor I clean house and get rid of everybody and then go RUNNING to Mike Singletary and offer him the job. Or heck, maybe even as AD. African American Alumni with a Super Bowl ring, previous NFL HC, and known to be a fire-and-brimstone disciplinarian. Still time to salvage the season, not to mention get a good coach for the long run, especially considering Baylor's weak-azz OOC schedule.
But this ain't about beating Texas. That's the least of their problems now.

It is bad but there will be a school desperate enough to give his remorseful soul a second chance... Bobby Petrino (ya I know it is not as bad) was back coaching at Louisville after one season at Western Kentucky... So, maybe Briles has to wait two years, but someone will get desperate.

Nah, he's done. The law suites will flow after this report. His name will be mud and nobody will touch him.
Now the undercover payments to players are starting to surface. The NCAA will set up camp there and if you know anybody who lives in WACO they will tell lots of well-known stories.

Starr got promoted to Chancellor and remains the chair of constitutional law for Baylor law school. I think the rest of the coaching staff other than Art has been retained.

I don't get why no one is mentioning the death penalty for the program. This is so much worse than anything any other program has gotten death penalty for. This runs deeper and with less plausible deniability than Penn state had.

They absolutely should but it's just the general expectation of the NCAA as a whole. Their judicial integrity took a gigantic blow with their handling of the Miami (Shapiro) investigation. They may have had justifiable reason to level the death penalty on Penn State a few years ago, and whether you agree with that or not, the NCAA went so far as to lighten the original penalties a year or two after that investigation. It's why so many people are convinced that North Carolina will largely skate by on its academic investigation and why they'll probably not really do much against Ole Miss.
From what we know so far, I say the death penalty may be warranted against Baylor. But I think that even if the NCAA was still handing out harsh penalties, we have seen the last of the death penalty anyway.
