In your opinion, is Taggart a bad game day coach, bad preparation coach, or overrated as a good recruiter and really has mediocre talent? I'm confused as to why USF isn't doing bad after "good" recruiting classes.

It's Skip's fault.*

There are so many problems it's hard to know where to begin, but I will try.
Skip is a major reason why this is happening. His recruiting was atrocious, which bred losses, which bread a losing attitude. CWT is trying to change that, but it's like trying to turn around the Titanic. Very hard. Until USF experiences some success, it will be hard to change attitudes. But you can't have success until attitudes are changed. The offensive line is terrible. They were supposed to be improved, but aren't. Taggart has recruited well, but his recruits are still young. Our QB's are green and inexperienced at best, and not D1 caliber at worst. The problems run so deep, you wonder just how long it will take to get ship turned around even if CWT had the best recruiting class in the country.
On top of that, the fan base has basically given up. They went from anger under Holtz, to simply not caring any more. They are out of here and it will take a major effort to get them back.

That's really too bad. It doesn't seem to be that far back that they rose to #4(?) in the nation after defeating Notre Dame (10-9 ?). Sure that fast start was derailed but it showed promise. What year was that? I guess free falling is much easier that climbing. Sad!

He left the cupboards pretty bare when he left ECU, only a few weeks before National Signing Day! As fans, we had to just pray that Ruff would come in & keep most, if not all, of those committed to ECU & Holtz. We feel your pain!

USF rose to #2, and defeated the likes of Florida State, Auburn, Clemson, Notre Dame and others. And USF always felt like a program on the rise who could play with literally anyone in the country on any given day, and played with a chip on their shoulder. All that is gone. It left when Leavitt left (not saying his firing was either good or bad, but that's what happened).
I know some of you may not believe this, but it wasn't too long ago when USF was averaging 50K fans a game and had several over 60K. Real fans were actually showing up to games. The game against WVU has 67,000 fans.
