No one "pulled back" from western expansion. It's that "western expansion", meaning anything more than 2-3 western FB-onlies, was a thing that only existed on message boards. In 2011, the Big East couldn't land Air Force or BYU football-only, so they settled for SDSU football-only. The conference kept football spot #14 open, hoping that they could get BYU or Air Force to change their mind, and if they couldn't, nobody from the Mountain West (or Tulsa) was going anywhere while they waited.
The most "western expansion" that was going to happen was a third FB-only out west, probably Fresno, maybe UNLV or Hawaii or even Tulsa. I don't know of any evidence that any Big East/Aresco League/AAC officials ever thought of inviting schools west of Fort Worth as full members, except perhaps for Boise STate in some sort of emergency situation.
Boise, SDSU, Air Force, and BYU were pursued as a package for a very long time. So, 4 members west of the Rockies was clearly sought at one point.
But not as all-sports additions. The western football affiliates had to make their own arrangements for their Olympic sports--BYU in the WCC, SDSU in the Big West, Boise STate in the WAC then the Big West, Air Force approached the Summit I think and got cold-shouldered.
And I don't think AFA and BYU were seen as a package. By the end of 2011, it was pretty clear the conference was having trouble getting either one, never mind both. There were 13 schools signed up to play Big East Football, and one opening. And the best candidates (BYU, AFA) out west, favored over the eastern options (ECU, Tulane, Tulsa, UMass). But they were favored because they're BYU and Air Force, not because of geography.
Correct. They were never considered as all-sports additions. I know for a fact that Air Force and BYU were pursued up until the fall of 2012.

In television money they do. $4 mil per team vs. $2.1 mil per team.

I think you're right.... In fact, I think he waited until SDSU returned to the MWC before negotiating the tv contract if I’m not mistaken….
They actually started negotiations prior to that. Learning of some of the early numbers was what caused the C7 to split off, AND for Boise to get bold and start shopping their own TV deal, which they wanted the AAC to sign off on.

For the AAC both are actually very important. AAC still needs to build it's brand. That means each season we need two to three teams that are being discussed nationally until the next TV deal. The AAC can not disappear in any given season.
I think the AAC needs teams to win or compete for the G5 slot, March Madness (Women and Men) and CWS. Those are the most watched events for college sports. People need to get used to seeing the "A" in big events. That happens people start to see this as an major athletic conference. Maybe not SEC level but above the other G5.
