I think this is a pretty complete listing of variables. I don't know that California or the West Coast is overrated as much as it may be misunderstood.
The tipping point of too many programs per Metro, Region, and State is difficult to tease out.
NC with only 10.8 million people supports 6 established FBS programs and a new one. That's 1,5 million people per program.
Cal is supporting 7 with 39 M people or 5.5 m per school.
Texas is supporting 10 but has 30 million or 3 million per to do it.
Florida has 7 against 21.5 m or 3 million per school.
California supports a P-2 for every 19 m people, they support a P-4 for every 9.5 million.
Texas supports a P-2 for every 15 million people and support a P-4 for every 5 million.
Florida supports one P-2 for 21 m people and 4 P-5's or one per every 5.5 m people.
NC attempts to suppor 4 p-4's on a base of just 2.7M per.
