Dynamic Alignment Based on Spending
In Texas, the UIL realigns conferences (6A, 5A, 4A, ...) and districts every two years based on the head count of each school. We can't use head count for the NCAA because most students aren't potential football or basketball players, and recruiting is not as restricted as high school.
But instead we can use the amount spent on student athletes in the form of the proposed Baker trust funds. Charlie Baker suggested at least half of student athletes, and at least $30,000 per student-year. He did not state an at most. Let's eliminate the minimum of $30,000. If Florida International wants to offer $10,000, why not? It is probably illegal for the NCAA to set a threshold of $30,000 to be in the poobah subdivision, while forbidding other DI schools of spending a penny.
Eliminate all athletic scholarships, phasing out current scholarships while student is still enrolled.
Determine total athlete count for all sponsored sports, determine which athletes will receive trust fund, and annual amount of fund. The number of athletes must be at least 50% of head count, and comply with Title IX. School commits to those numbers for at least five years, including cost of living increases.
Schools may increase total amount by 5% annually, with a combination of increase in trust fund values, or athletes receiving them. After an increase, they are locked in for five years. Schools may decrease total amount by 2% annually, with a combination of decrease in trust fund values and number of recipients.
Schools may redistribute 5% of recipients among sports every two years.
Every two years, amount directed to football players (number of recipients X amount of trust fund contributions) will be calculated. Schools will be classified as 4A, 3A, 2A, or A, with 72 schools in each. Each class will be divided into 8 9-team leagues based on conferences and geography. Each league will play 8 game round robin.
As now, schools will own media rights to their home games, which they may transfer to their conferences.
Top three in each league qualify for the playoffs. Champions of leagues may be paired for equivalent of conference championships, while #2s host #3s between leagues in first round. 16 remaining schools compete in conventional knockout.
Other schools may play in bowl games or schedule 13th regular season game for following season.
