Gotcha. I think it was our best bowl win other than maybe App beating MAC champ, but the weather made that weird and unbearable.

It's just my opinion. I hate no one in the Sun Belt. These things are mostly paper rock scissors, and I'm not expert. Nor do I claim to be.
I thought all three teams you mentioned finished strong, but I felt USA's bowl performance earned them a few spots.

OP had USA at #4 and I was tempted to put them at #3. They’re the one team that seems to be build to compete for 8+ win seasons for the foreseeable future. Just lots of big bodies and a core group of HS recruits that can compete with anybody.

Now that the football season is officially over, I've updated the numbers following postseason and this is how my computer saw the season:
Sun Belt:
1. Troy
2. James Madison
3. App State
4. South Alabama
5. Coastal Carolina
6. Texas State
7. Georgia State
8. Louisiana
9. Marshall
10. Old Dominion
11. Georgia Southern
12. Arkansas State
13. Southern Miss
14. ULM
Troy and JMU were neck and neck, literally #19 and #20 in the cumulative ratings. After seeing these results, I think I want to develop a "recency" metric and use it in the rankings next year. Georgia Southern's rating needs to be punished a bit for losing 5 straight. Arkansas State got edged out in the ratings by GS, but I feel at the end of the season the Red Wolves were a better team. In fact, if the refs hadn't called offsides on the onsides kick and somehow ASU beats NIU, then the Red Wolves would have finished #9, behind Louisiana but ahead of Marshall, Old Dominion, and Georgia Southern. As it stands only 8 spots separate Marshall, Old Dominion, Georgia Southern, and Arkansas State in the cumulative ratings.

Miami Oh was also playing a QB with no meaningful experience in the worst conditions. All we had to do was not screw up as much as them.
