I think Houston was awarded a franchise so relatively quickly after the Oilers left that the Cowboys weren’t in opposition. They didn’t see Houston as a Cowboys market as they do with most of the rest of Texas.

This is basically true. Jerry Jones helped Bob McNair get the franchise.

In addition, Jerry and Bob made a non-compete agreement. The Cowboys would not market themselves in Houston and the Texans would not market themselves in DFW. The teams do not sell tickets/suites/local sponsorships in the other team's market. That also means Cowboys pre-season games are not televised on local TV in Houston and there is no Houston local affiliate on the Cowboys radio network, and vice versa with the Texans in DFW. This is a departure from the days of the Oilers, when the Cowboys were on local radio in Houston and the Oilers were on local radio in Dallas.

Nonetheless, the Cowboys are very popular in Houston and draw strong TV ratings here, even going up against the Texans. From my anecdotal experience living here, native Houstonians are Texans fans, while those who moved from other parts of Texas are Cowboy fans.

OTOH, the Cowboys and Texans both market heavily in San Antonio and Austin. They would be opposed to an expansion franchise in either of those cities.

If I’m not mistaken, Houston got the NFL expansion franchise because the City of L.A. did not agree by the deadline given by the NFL to fund the new stadium. So it was either LA or Houston and the latter got lucky the former did not really want it that bad.

From what I remember after Hurricane Katrina hit NOLA in 2005, Jerry Jones opposed the possibility of the Saints relocating to San Antonio since unlike Houston that’s a Cowboys market.
