One big driving force here is that if the ACC drops below 15 members ESPN can renegotiate. So, if FSU and Clemson leave w/o adding teams prior ESPN would reopen the contract negotiations and probably greatly reduce the payout.

The presidents would not bother with meeting if they didn't have the votes to approve the additions. It's a done deal.

Meeting for today was cancelled due to the shooting on the UNC campus.
