Makes sense. Give it 2-3 years and I expect SBC to overcome IND and AAC.

Is there a link to an article or tweet that stipulates what the rankings are based on?

Independents shouldn’t even be ranked in “conference” standings. It doesn’t surprise me that the AAC is above the Belt since they won the access spot last season. We will see soon enough if these “rankings” hold.

While the MAC is slightly ahead of CUSA, I do not expect that to last long. If you consider all sports, CUSA is probably better now. The MWC was really, really down last year, almost at MAC/CUSA levels.

Half the Pac was ranked in the final AP poll last year, and they're looking to be as good or better this year. I was a bit surprised that the big 12 was so low, they're generally the 2nd or 3rd best Conference year-in and year-out, and they had a very strong season last year. I wonder if that rating is not affected disproportionately by OU's awful season last year.

This preseason college football poll has the PAC with 5 of the top 16 teams (USC, Washington, Utah, Oregon and Oregon State). The final CFP rankings of 2022 had six PAC schools in the top 18 (Utah, USC, Washington, Oregon State, Oregon and UCLA). The 2023 PAC is loaded with the best group of QB's of any conference in the country.
The 2023 recruiting rankings (247sports overall) has five PAC schools in the top 25 and six PAC schools in the top 30 (USC, Oregon, Colorado, Utah, UCLA, Washington). Five of the top eight ranked QB's in the nation in the 2023 class (247sports) are going to PAC schools.

Yeah, it's tragic that Kliavkoff has destroyed their offseason buzz with all his Realignment ineptitude, they have more positive things to talk about football-wise as a Conference than they've had in a long time. They might even be too low on that list, they're certainly deeper than the B1G this year and I wouldn't be surprised at all if they achieve more on the field. Exhibit #37 that the Pac is in dire straights. They couldn't/wouldn't move on from USCLA the way that the big 12 did after A&M and Missouri left (or after OUT left either), and the drama looks to continue now into the season itself.
Pac media days should be about parsing which of their many great teams on paper will put all that talent to most-effective use and get them a team or 2 in the Playoff this year. Instead it will be all about how many teams are leaving with CU to join the big 12, that same CU that is probably going to be an afterthought on the field for a while.

While that may be true, they also got no teams into the playoff (SEC-1 B1G-2 B12-1) and the top PAC team lost to the top AAC team. So #3 seems to be a stretch.

A lot can change from very close games. USC lost 2 very close games to Utah (and choked away the Tulane game on top of that) or they would have been in the CFP. TCU won several tight contests and had the ball bounce their way in a quite favorable manner over the course of the season, otherwise their loss to KState in the CCG would have locked the big 12 out of the CFP. They beat OK St in 2 OT, they beat Baylor by 1 point, and they had a couple of other 1 score games along the way. Heck, just ask Quo about Bama last year, they were 2 plays away from being undefeated (and admittedly 2 other plays away from being 8-4). That sort of thing can happen to any school or even entire Conference, but when you look at the overall competitiveness of certain Conferences then you see a different picture. The B1G is actually not very competitive, they have 2-3 teams per year with a chance, and a bunch of cannon fodder. The Pac's issue last year was that they had 6 teams with a chance, and not much cannon fodder outside of Boulder.

There's only 4 independent schools, they shouldn't be on the list.
Also can't judge the strength of a conference off 1 team or game.
Kent State put up a better fight against Georgia than the Pac-12 and Big-12 teams they played last year is the MAC the better conference of course not.

And even though one of those four football teams is Uconn, they are still ranked ahead of the MWC.

The MAC was really down last year, too. I expect MACtion to be much improved this football season.

Pre-season power rankings, NFL or college football, are going to be based on three things:
1. The performance from the previous season.
2. Players returning from the previous season.
3. Incoming players from the draft/free agency or recruiting/transfer portal which can also include any coaching staff changes.
In all three areas, the PAC looks good. TCU had a very good season in 2022, but they also lost eight players to the NFL draft, which includes their starters at QB, wide receiver, on the offensive line and at running back. They also lost three defensive starters to the NFL. Georgia, Ohio State, and Michigan can reload quickly with the kind of talent they have and will bring in. TCU is not going to be able to reload like those three teams can.

Indeed, I see a couple goose eggs! Who will be first among CUSA and the SBC to change that?
