The answer: cheating only works at the fringes. It requires a close elections in selected "swing states". In 2020, that was Arizona, Georgia, Pennsylvania and Michigan - - and maybe Wisconsin.
In 2024 (and be reminded that this is just my opinion that WSME had the bad sense to invite), any of DeSantis, Scott or Haley will win those states at levels that will preempt any ability of the scummy Democrats to cheat. They likely will try, but it will not matter.
In addition, any of DeSantis, Scott and Haley will put in play several other states - - ones that would be locks for the Democrats if Trump is the nominee: Nevada, North Carolina, Virginia, and Wisconsin are what come to my mind.
Please assure me, Rbd, that this is not a first time you are hearing this concept explained.
I heard that concept just the other day. It looks like you copied and pasted the same remark. I guess ya'll have a Crystal Ball that tells you what's going to happen in the 2024 election. Or maybe you just listen to someone that tells you what you want to hear. But like you said it's a concept, nothing more, nothing less.

No, Rbd, I don't pretend to be an original thinker on the "cheating only works at the fringes" concept, but I (and many others) have certainly articulated it for quite some time.
Frankly, I think that this "concept" was being discussed was pretty openly during the post-November, 2020 election disaster, when our four-dimensional chess player managed to blow an easy reelection to a quasi-corpse growing mushrooms in his own basement.
