I've been promoting this idea for MLB for some time now.
Set up both MLB leagues in three divisions. Set up the first group with the top 4/5 teams win average over the last 5 years, plus the pennant winner from last year if they are not included in the top 5.
National League -
A Division -
Dodgers, Braves, Mets, Cards, Phillies
B Division -
Giants, Padres, Cubs, D-Backs, Brewers
C Division -
Pirates, Reds, Marlins, Nationals, Rockies
A Division, 3 teams make the playoffs, B Division, 2 teams make the playoffs, C Division, 1 team makes the playoffs.
If you lose A or B Division, you move down a division. If you win B or C Division, you move up next season. If you lose C Division, you move to AAA, and the best farm club moves up.
If you manage to stay in C Division and never win or never move down, you cannot stay in the lowest division for more than 5 years. If you do, MLB will buy your franchise for what you paid for it, minus 10%, and then sell it at market value, minus 25% to a new prospective owner. I call this the poverty franchise rule. You either get better or get out. No longer will the cheap check collecting owners like the Bob Castellini, Bob Nutting & John Fisher be allowed to keep a poverty franchise hostage from it's loyal fan base.
