Yes, but unless a conference has a clearcut favorite like NMSU last season or in 2020 when the tournament was cancelled, it is a pointless effort to setup a conference tournament based off NET rankings rather than use the "normal" final conference standings. UVU wins the regular season but is a #2 seed? None of that stuff really matters nor sways the selection committee with conference parity like this year. Using the NET ranking (for nothing more than a tie breaker) seems like a lot of work for practically the same results (#14 seed).

The system is set up to give the most "deserving" teams higher seeds in the WAC tourney, helping them to win the tourney and theoretically getting a higher NCAA seed. It is possible that SHSU or UVU would have gotten better than a 14 seed if they had won the tourney. I see what you are saying about clear cut favorites.
