I think I understand AK's purpose: keep the rotation short to help the team gel. And maybe that was needed, but we're hurting now for it.

It is 100% this. Had nothing to do with COVID. This is the new transfer rule. Everyone can have 1 free transfer in any sport. After that any subsequent transfers will require sitting out a year. Waivers are supposedly going to be much harder to get.
