Before reducing scholarships, I would like to see transfer portal rules changed. Instead of recouping up to 7 scholarships, I would like to see a 1 for 1 deal. Make transfers not count towards a class (but against the 85 cap). For every transfer out, you are allowed a transfer in. Any excess could then count towards current class. And it would have to be a transfer out must sign with someone for you to be able to bring in a transfer to replace him at "no cost". Too many players landing in the portal and teams are getting decimated and can't replace them. There are schools out there who are going to be short 8-10 scholarship players come the spring.

If a guy jumps into the portal, the team he left should be able to replace him, rather he signs somewhere else or not. It’s not the previous team’s responsibility to make sure that guy lands somewhere. Right now there are a lot of guys that have jumped into the portal and have landed no where. They enjoyed the recuriting process of being told how great they were, didn’t get the playing time they expected and are expecting that love affair to come around again. The portal only works once per player, and it’s brand new, I would expect it to not maintain this level in coming years.

But it needs dates that is is open, after bowl season before signing period, and then again after spring practice before fall practice starts.
You also have the opposite happening where a guy doesn't get recruited heavily out of HS and then explodes or does really well at the G5 level. Now he can market himself to the highest bidder with zero consequences and leaving the school that gave him a chance screwed. Granted it doesn't happed as often but it is happening.
