November 10, 2021 is the signing date. Once a letter intent is signed it is binding.

With that said, he's listed as a sophomore on Verbal Commits and they have not yet adjusted their classes so they have HS Seniors who are already at NIU as freshmen so it could be that he's a junior and obviously is out of JUCO eligibity.
With that said, I think they've got more guys under scholarship than allowed unless someone is a walk-on or...obviously, Powell actually does have another season as a JUCO and isn't entering until next season.
I'm not pretending to understand the roster makeup at this point. He just keeps adding guys when I thought they were out of spots months ago.

Also, on the Harcum website, it has their 2020-21 roster up and he's listed as a sophomore.

The NIU roster has 13 guys on it. I don’t think Hankerson is on scholarship

This Zid kid is coming for next season. Otis, who just committed from Whitney young, is also coming next season Powell is soph now so will have two years to play at NIU. Last season was a free Covid year for all players There’s only a 13 man roster so all 13 have scholarships.

Burno has certainly been making a splash and hasn't even coached a game yet. I understand your hesitation since our men's program is often a perennial loser. The positive is he appears to be getting very talented players (often a problem for us when lots of players we've had are not good enough for D1). A second NIU problem he will need to solve is keeping most of his players from transferring. Can't build the depth and experience if players are constantly coming and going.
I'm hopeful, NIU fans have been waiting a long time and deserve some continued and historic success. Even though Mark Montgomery couldn't take us there, he at least got the program out of the shambles that Patton left.

He tweeted that he’s 1000% committed to NIU. That means he’s 10X more committed than the guys who are 100% committed.
This kid has been to 3 high schools and 2 JUCO's. I am a little worried.

Looks like he was suppose to go to Rider out of high school, must have been a grade casualty and went the Juco route.
From the article, it seems there was an issue stemming from a HS transfer that wasn't approved and he re-classified to graduate the following year (I wasn't aware that was a thing) and then went to a prep school or something.
It a labrynth of information between his transfers, commits and de-commits (he also committed to Mississippi Valley State at one point).
He clearly played 2 seasons of JUCO. He played his first season (2019-2020) at Beaver County CC and last season (2020-21) at Harcum and has already stated he's going back to Harcum for this season....which would be his 3rd season.

There's a not-so-complimentary quote from his mom in it. From the article, it's pretty clear she's desperately been trying to keep him occupied with basketball as his dad and brother have pretty tragic stories.
I'm rooting for the dude, I'm just not putting a ton of faith in him ever making it to NIU next year whether it be because he transfers elsewhere or something else happens. He's got a history of transferring and de-committing at every level he's ever been. Hopefully it works out for Burno and NIU.
Burno does seem like the kind of guy a dude like this would be attracted to so maybe there is something to hold out hope for.
