Yes and Yes. Cincy is best choice for Big12 and yes, the Big12 would vote for Houston.

I think the Big 12 would command between 12 to 16 million per school with BYU, Cincy, Boise, and Houston being added. Definitely not what they're getting now but better than merging with the AAC.

Exactly. A true "tweener" conference, between the P4's and the AAC.
