Add
ND (first step)

Add West division (add content to late night games):
USC
Oregon
Washington
UCLA
Arizona State

I like it, just stick ND in the western division.

I think ESPN would pay for that, too.

Hell yeah they would. Make a pod of UCLA,USC, Arizona, Texas team, another random west coast team. Send Louisville, Miami, GT, Pitt to the west division to even the numbers out.

My original thought was to simply invite USC, Stanford, Notre Dame, and Navy as a football-only. This would create a "schedule-neutral" situation for the Irish: they have 5 + 3 = 8 annual games already.

Howeve, I can see where USC and Stanford might want some neighbors - and ESPN would want to lock up all of the best Pac-12 teams, so win-win.
