I'll agree with your take: this tournament is getting played to its conclusion come hell or highwater. They're basically going to take the approach of the NFL: "There's a game getting played at this time and date. It's getting played even if you're down to using a 5th string quarterback off the practice squad or starting a 12th man walk-on point guard or else you forfeit. Good luck!"
Granted, I don't believe that this scenario is likely and, if it ever occurs, there are bigger issues to deal with than a basketball tournament. I just don't think there's any way that the NCAA is canceling a single thing at this point after having gone through this whole season already.

I'd like to believe you, but I know the State of Indiana well enough that this won't happen. The state just passed a COVID-19 liability shield for businesses a couple of weeks ago, so the NCAA may not even have a legal risk in that situation (much less any moral risk).

The NCAA tournament director, Dan Gavitt, answered some questions I asked awhile back in this thread:
-- As long as a team has at least 5 players, it's up to the team (or school) to decide whether to withdraw from the tournament for covid reasons.
-- There has been no decision as to whether a team could play if they have enough players but no coaches because of covid.
