With more teams playing the scholarship limit of 85 for FBS should be lowered to 70 or thereabouts. Doubt the P5 would go along with at though.

Both these reconfigured conferences are going to remain craptastic at basketball. Reading through some of the local articles from various schools, they claimed this was also an attempt to secure multiple basketball bids for the tourney... That ain't happening.

Aren't there quite a few schools in the C-USA, Sun Belt and MAC that technically do not meet the requirements (see attendance, pre-COVID) to remain FBS?

The benefit the WAC has it that it "grandfathered" in as a FBS league and can move up as a league. Sam Houston State could very well be at 30k enrollment in a decade (for much of this century, it has been the fastest growing school in Texas and has literally doubled in size in the last 15-20 years). Considering how student fees work and how recent schools like UTSA, Texas State have made the move(s) up heavily on student fees (and FBS guarantees), it wouldn't be too far fetched to see SHSU have a $25-30M budget in the next 5-to-10 years if you couple enrollment + student fees + FBS monies.

The other thing to keep in mind is the A5 is likely to split away from the rest of Division I in football only. The Knight Commission actually recommended something very similar to this and those schools in the new WAC and retrofitted ASUN do not want to fall to a third tier of NCAA Division I football. So you'll likely see these leagues join what's currently known as the G5 in this "second tier" and competing for whatever championship is available to those schools.
