It’ll all balance out. I’m also not convinced the SWAC is done at 12. There was talk (although just talk) about Tennessee St by the SWAC commissioner when the question on #12 came up.

So because Southern and JSU were not scheduled in-conference for spring, they've decided to play OOC. That does speak to the strength of their rivalry, or at least their desire to play one another. If there are to be 2 protected interdivisional crossovers per team in football for the SWAC in fall 2021, I'd say JSU/Southern is likely to be one of them. With Alcorn moving to the West, they'd be JSU's other crossover. I suspect that FAMU would be Southern's other crossover, given the history between the two schools despite being in different conferences for so long. This lines up with what I had predicted the protected crossovers would be:

If there is to be only 1 protected crossover per team, I'd suggest the matchups marked with "A".

Yes, I feel like the OVC is at least one step up from the SWAC in terms of the conference hierarchy. I think the argument is that Tennessee State would get better attendance by playing more fellow HBCUs. But the SWAC could have had them instead of BCU, so I'm guessing TSU simply turned the SWAC down.

Tennessee St draws way better attendance against HBCU's. Also the SWAC is a winnable autobid league for them; as opposed to the OVC where Murray St and Belmont run roughshod over everyone and TSU has no chance.

In the end, it's probably a wash for them. In the SWAC, they would draw bigger crowds with games against HBCUs, but would be sending teams on trips as far away as Texas and Florida for games. In the OVC, the attendance isn't as good, but the expenses are lower with eight opponents within 3 1/2 hours drive from Nashville. They have found they can play HBCUs in non-conference play, while playing nearby opponents in conference.

But yes, when it comes to the NCAA bid, the SWAC would be a much easier proposition than the Murray State/Belmont conference.
