If Cam Wynter does not even make 2nd team I would be pretty surprised.

Interesting. I'm biased, but I'd disagree on Mihalich being deserving. Hofstra was picked to finish 1st. W&M was picked to finish 7th and finished 2nd, just 1 game back of first.
I know the league is usually resistant to pick a 1st-year HC as COY, but Fischer would be my pick. This isn't a career award, this is an award for best coach of the year. Fischer walked into a tough situation with a pissed-off fanbase, and won despite a lot of players leaving the program.
I get that he won with another coach's players, including one of the best big men in the nation, but still. He was impressive.
If not Fischer, then Pat Skerry deserves some love. Towson was picked to finish 6th with 0 first place votes, and finished just 2 games back of 1st.

I've criticized things in awards voting before, but I won't criticize the voting if Fischer wins. Hofstra has missed 18 consecutive tournaments, and W&M has never made it, so if I gave a Coach of the Year after the CAA Tournament (which the voters can't do), I would give it to Mihalich or Fischer without considering others if either team wins the CAA Tournament.

Mihalich is a fine choice. I agree Fischer is a better choice for what the award should mean.
