Big 12=4
ACC=9
SEC=11

and a B1G that looks like this,
Washington, Oregon, Stanford, Cal, Utah, Colorado, Kansas, Nebraska, Minnesota, Iowa, Iowa State, Missouri, Wisconsin, Illinois, Notre Dame, Purdue, Indiana, Michigan, Michigan State, Penn State, Ohio State, Boston College, Maryland, Pitt, Oklahoma, Oklahoma State, Rutgers, Northwestern

So you dump Duke, Wake, Syracuse, Washington State, Kansas State, Oregon State, Mississippi State, and Vandy? Would the Big prefer BC over Syracuse? Would the SEC leave MSU behind and if not then how to do leave out Duke?

Don't get caught up in the minutiae.
It could be any four schools from the SEC side and any combination of 5 from the B1G side to get to 28 in each league.
Once those 28 schools have been selected, then they could be divided into 14 team conferences.
If you think that 9 schools is too many to eliminate (out of the current 65), just remove 5 (2 from the SEC group and 3 from the B1G) and divide into leagues of 30 and conferences of 15 (a number that probably work better for scheduling).
In the corporate world duplicate positions are normally eliminated in mergers. Some schools that were in the Big East football conference didn't find homes in the current P5. The same thing will occur in the next round of conference consolidation. I am not sure which schools ESPN has identified for demotion, perhaps you could do a better job than I did in making those guesses, but the process if proven and the likelyhood is high.
