This bill could result in UNCWs booster club along with other NC booster clubs saving significant money as out of state atheletes could be charged the in state rate

How exactly is it going to save money?

It gives the schools the OPTION to charge the student athletes the in state rate. However, the school still has to cover the out of state rate. All it's saying is that the student would save money. The school though, would not. The costs would have to be paid from other parts of the budget.

It would save the entity, in this case the Seahawk Club, the money they have to fundraise in order to pay for out of state scholarships.

The university itself would lose money of they started charging out of state scholarship athletes the instate rate

That is the 2nd paragraph from the article you posted. Sure, I suppose I can see your point that the Seahawk Club may not be forced to fund the difference between in and out of state tuition, but the way it reads is that the school would still have to find the money from somewhere. It's not just a empty void they wouldn't have to pay.

This doesn't help UNCW at all. This doesn't help any small school at all. It seems all it would do is invite the school to self impose on their athletic staffs to "unofficially" force their coaches to utilize in-state talent or continue charging out of state tuition to the student athlete. What school or even small school (schools are a business) do you logically believe will be okay taking the hit? The larger schools will have a larger financial cushion for this kind of thing.

This isn't even close to being a good thing for UNCW.

Additionally...

On the one hand you have the NCAA ruling student athletes should be paid. Well... it's not the NCAA that is going to be forced to foot that bill. It's the schools. On the other hand you have bills like that are potentially causing a school to lose even more money.

College athletics and college sports driven social politics are really only building their own gallows lately.

Since many athletes are only on partial scholarship, it makes it a great recruiting tool. And the law actually reverts it back to where it used to be. It's been a more difficult to recruit out of state talent with the athlete having to pay the difference in out of state tuition vs in state. Scalf, for one, was not happy when he lost that recruiting tool. It's another reason why he an overwhelming majority of in state players. He has always been behind the right ball in recruiting against other schools, die to lack of funds and scholarships.

Begs the obvious question. If this reverts back to the old way, why did they go to the current setup?

Still... where does a school like UNCW pull from the budget (which seems to always be shrinking) to pay for the difference?

Right now, UNCW is forced to charge the Seahawk club or other "entities" who offer athletic scholarships out of state tuition costs for out of state athletes. That is an expense to the Seahawk club and income to the University. With this change, the university would be allowed to charge the Seahawk club in state rates for out of state students. That would be a lower cost to the Seahawk club and lower income to UNCW. UNCW isn't "charged" in state or out of state rates by anyone, it would just be a reduction in income to the school.

Out of state students are a cash cow for universities. 1 Out of state = 3 in state approximately. UNCW is capped at 18% incoming freshman out of state, they currently bring in about 15%. With about 2,000 incoming freshmen, we could increase our out of state numbers 3%, which would be about 60 more out of state students(not scholarship athletes) to make up for the lost revenue.

UNCW was also required to raise tuition on out of state students several years ago by the legiislature since they thought the demand was strong enough. NCSU has the same requirement. That has hampered out of state competitiveness. It would help UNCW if this additional requirement were removed.

I also saw that an amendment that would limit this benefit to only those booster clubs with less than $5 million in annual revenues was voted down. That would have excluded NCSU, UNC CH and ECU.

Budget cuts.

The state went through a recession and couldn't afford ponying up thr difference the schools were losing.

It would be good for athletic departments and booster clubs, but as the article noted and our fearless admiral greatly emphasized, schools would be taking a finanical hit and this law makes it clear the state will not bail them out if they choose to sacrifice the out of state tuition for their athletes.

Where could UNCW save money? Well thats a whole new off topic thread

UNCW doesn't have to "save money", we could increase revenue by bringing in more out of state students and reaching our 18% cap. That would easily cover the out of state revenue we've been charging for scholarships. However, there is a provision in the statute that requires schools who adopt this to maintain the same number of legitimate in-state students who attend. If we wanted to increase out of state students, we'd have to grow enrollment so we aren't doing it at the expense of in-state students attending UNCW. Since this doesn't target just incoming freshmen, we could meet this requirement with transfers as well.
