UCF does have a scheduling problem, but no it isn't an FCS alone problem. It's playing FCS while playing soft P5.
Granted, UCF got unlucky with Stanford being bad this year, as Stanford has been a top program the last 20 years. But IIRC, after that, it's just more UNC, Georgia Tech, and Louisville for as far as the eye can see.
Bottom line is, no team that seriously wants to contend for the playoffs can afford to play mediocre P5, and that's all UCF can get with their 1-1 policy. Plus, it just looks bad for UCF when other AAC teams are playing teams like Wisconsin, Ohio State, and Oklahoma.
So far, the 1-1 hard line policy has been a bust for UCF.
UCF wouldn't win many games against Ohio State, Oklahoma, etc., especially when most are played on the road. So, the 1-1 hardline policy is actually a brilliant idea. You can point to the policy and blame scheduling unfairness, but never have to actually play those tough games on the road and deal with the consequences of a loss.

UCF signed to play Louisville when Louisville was a top 25 team. Same with Georgia Tech(this is one that was supposed to be 2017/20, but Irma changed that 2 years ago).
And like you said, they did get Stanford. That's a pretty damn good P5.

It's a fool's errand to think a G5 will get into the playoff even with 4 P5 wins. Even if USF upsets Alabama or something, they will not get in unless everything happens perfectly, i.e., at least one spot where their competition is teams with multiple losses and preferably bad losses.
And even then, you're going to have the media denouncing that they still only played 4 P5s vs 8+; that they caught P5 team early in the year and that team is much better now, and they couldn't win if they played again; etc. etc. etc. There will always be excuses for why a G5 team shouldn't be in the playoff, just like there are always excuses when a G5 wins a NY6.
UCF schedules for making the NY6. That's the ceiling short of winning the CFB Powerball.
