If you look only at states with 1-3 institutions, then Arizona, Delaware and Wyoming qualify. I'm not aware of any others. Utah will be at 6, so more than double the next state up.

This is the case in Tennessee, as well. ETSU, UTC, UTK, Tech, MTSU, TSU, Austin Peay, UTM, Memphis. All the non-D1s are private.

Iowa has all 3 of its 4-year public schools in DI.

No doubt he made an error and counted Drake as #4.

When I thought through my original post, I thought about Iowa but thought that Upper Iowa was public and didn't verify it.

Don't forget New College, also with no athletics. New College will never order athletics, and I'd be surprised if Poly does anytime in the next 10-15 years. At some point they may grow to the point of being in NAIA or maybe the D2 Sunshine Conference. NAIA is probably the better fit simply because there's not a D3 conference that would work for them, while NAIA and D2 have Florida-based options.

I live near Sarasota. I don't count New College in anything, since it's so small. You're more likely to see the USF branch campuses or FSU-PC adding NAIA athletics.
