The first year of transition, you are FCS but ineligible for the playoffs (in part because your scholarship limit is higher while transitioning so it would be unfair), AFAIR second year you are FBS (but IIRC not eligible for a bowl until all normally bowl eligible schools are placed).

Move to the FBS conference typically happens in year 2 of the transition.

And for four transitioning as a block, it wouldn't be a problem anyway even if the first year FBS schools don't count, since 0.6 times 12 is 8 (rounded up), so you can play as many as 4 FCS schools without running into FBS status problems (technically 5 if you play away at Hawaii that year and have 13 games to play, since 60% of 13 still rounds up to 8).

HBCU and FCS fans do seem to travel to FBS's home stadium. NC A&T fans would help fill their stadiums which equals money. Look at Alabama State fans helped filled UAB's stands? HBCUs suck at football, but the fans do turn out. D2 Tuskegee do turn out FBS number of fans when they take on Alabama State. Lehigh vs Lafayette drew over 40,000 fans at Yankees stadium. It seems FCS fans do turn out when their teams play FBS, but not against another FCS. That is why many FCS teams looking to join FBS. It could get more fans into the stands. D2 schools want to move up so that they can get their students and alumni to turn out for games as well.

We kind of just went through this with UConn, where people swore up and down that nobody had any reason to put a bad New England team on the schedule and the existing northeast schools would avoid them to starve the schedule and get rid of one more month to feed on the recruiting trail......and then they slapped together a perfectly normal schedule in three months. Not saying there wouldn't be difficulties and growing pains, but athletic directors generally don't mind working together and like squaring away some regional home-and-homes with cheap travel.

More. Ohio has more FBS schools that North Carolina and that can't stand. They want to get closer to Louisiana (0.918) in pop/FBS, who will actually be passed by Alabama(0.845) for #2 next year. They're all way behind Wyoming (0.581), though.
Speaking of this, Texas falls behind these states at a meager 2.5m/FBS school.
