they have the goal of meeting NRUF qualifications by 2021, but I don't think that will happen until 2023-24
I don't see getting to 215 PhDs graduated by 2021 and the goal is to have the endowment at $400 million by 2028

it looks like UTSA is going for "freshman class", Phi Kappa Phi membership, PhDs graduated, and most likely "high quality faculty" as the 4 needed out of 6 criteria
they will need to bump PhD production by 62 from 2018 levels, they will need to bump restricted research by $9 million from 2018 levels and they will need to hire 4 National Academy (or similar) members
I am not sure the PhD production will make it and barring quick action the National Academy (or similar) hires will be close.....with private dollars and or system support they can probably get 4 of them hired, but with faculty like that they need to wind down things where they are, take care of their grad students and post docs and the like and get things wound down at their old school and would up at their new one before they make the jump.....they generally do not just hand in 2 weeks notice (or end of semester notice) and walk into an empty lab with some new cash to buy crap
plus one that UTA had passed away so now they need to hire 3 to meet the goals and that is really the only goal they have left to meet (2018 was $45 million in restricted research, but 2017 was not)
so I think the system will give them the nod on trying to lure 3 before UTSA (although that is not to say both are not out there shopping)
after UTA I figured it would be close between Texas State and UTSA as to which one would next qualify, but Texas State is at a big disadvantage in PhD production and while they have the edge in endowment they will need to act fast to make anything with that happen and really they will need the endowment dollars to lure in 5 National Academy members (or similar) because their only 4 possible criteria in the near term are freshman class, Phi Kappa Phi, endowment, and faculty quality because there is no chance to get to 200 PhDs graduated without private dollars rolling in and it would be quicker to hire the Academy members Vs produce the PhDs
the change in administration from Dr. "Brazos" has really helped UTSA.....Texas State needs a change in the near future and one that has the personality and willingness to go after private dollars
the bad news for everyone is without new dollars the NRUF endowment dollars will be pretty much meaningless once UTA qualifies and to to nothing once anyone else qualifies
unless Texas State just gives up they should be able to qualify at or near the same time as UTSA and before north Texas state and UTEP.....the bad news for north Texas state is with Dr. Open Enrollment finally retiring from UTEP they might get a quality leader there and once UTA and UTSA have met NRUF criteria that really only leaves UTEP for the system to focus on
UTAP has a ways to go in a number of areas though, but they could make quick progress on some and they actually already meet the $45 million in restricted research (which is a hard one to accelerate)
