It looks like they're structuring this so that they get their "production" fee up front, vs other states that require you to get "x" number of people (like North Carolina wants at least 300) to pre-apply for the plates before they'll be produced. Sounds like Maryland only needs a couple hundred bucks to swap out print images, whereas SC is probably factoring the cost of new brushes for the prisoners that are hand painting these mothers.

In truth, they just don't want everybody with a cause or club getting a license plate. I'll contact them to see if there are other options like a minimum pre-order. If so, then my next step would be starting a turf war with the Girl Scouts outside Harris Teeter to peddle JMU plates

Yup. Not sure how to post pictures on here since I am old but I have the VA Duke Dog plate “DUKES1”

I signed up the first day at DMV when they were offered.

FWIW if there are any Maryland residents on the board that want the JMU plates contact me by email at dixonwood@verizon.net and I will get an application out to you.

For those with VA JMU plates, do you remember how long it took you to get the new plates? I ordered mine a week ago. Just want to make sure I'll get everything before my registration expires.

Wife and I ordered (independently) near to expiration time. Hers were close enough to expiration that they sent a sticker and 1-month extension for the old registration. When mine came around I had plates, stickers, and registration all at once. I'd say it was inside of two weeks which I was kind of surprised at considering DMV/Government work.
