They have football and I’ve read scuttlebutt that getting DSU to make the the jump could be the catalyst for the WAC to bring football back

RE: OT: Dixie State (Utah) moving to Div I, Joining WAC
The WAC would have to add 6 schools from D2 before they'd have the 6 schools needed to be a conference, however would they be given an autobid? Doubtful. If they are able to convince a few current FCS teams to join and stop at 3-4 D2 teams then maybe. Perhaps San Diego and Northern Arizona, Southern Utah, plus Dixie St, CSU–Pueblo, and Texas A&M Commerce could be worthy of an autobid.

If the WAC restarted football tomorrow what determines if they'd be FBS or FCS?

It's a stretch at this point to even project the WAC bringing back FB. IF that is their eventual goal, though playing as an Indy, NMSU is still affiliated with the WAC for their other sports. Playing FB in the WAC wouldn't be a problem (for NMSU) if that's where the conference is headed . . .

I would believe FCS, but I'm sure NoDak or DavidStreet will use this as proof that they are coming for us or something...

Per NCAA rule book...

“NCAA Bylaw 20.4.2.1.1:

“ELIGIBILITY FOR RECLASSIFICATION – BEFORE A FOOTBALL CHAMPIONSHIP SUBDIVISION INSTITUTION MAY APPLY FOR RECLASSIFICATION TO THE FOOTBALL BOWL SUBDIVISION, THE INSTITUTION MUST RECEIVE A BONA FIDE INVITATION FOR MEMBERSHIP FROM A FOOTBALL BOWL SUBDIVISION CONFERENCE OR A CONFERENCE THAT PREVIOUSLY MET THE DEFINITION OF A FOOTBALL BOWL SUBDIVISION CONFERENCE.”

So if I’m reading that right if the WAC can get the minimum numbers for football they could get their FBS status back

the wac is an odd assortment of schools. adding Dixie state, a school with only 41 degree offerings and only 1 masters level degree cant really boost their image. in fact if they do get into the wac and are then on a bigger stage than before, some whiney groups will probably press them to drop the Dixie name. the wac has also asked metro state from denver to join. just more warm-up games for nmsu on their way to an autobid.

The language is there so they could in theory restart it - https://web3.ncaa.org/lsdbi/reports/getReport/90008

Skirting the issue, An FCS team may apply for reclass if they receive an invite from a conference that previously met the definition. It doesn't say that they have to accept. If the WAC invites, North Dakota State can they then move up as an independent.

I cant see the NDSU fans letting their school leave behind the rivalries they have now for that bunch of wac schools.

Is there anything in the CFP contracts that triggers a renegotiation or modification to money distribution if a new conference starts up?

If not, they're more than welcome to start a conference and not get any payouts and have 0 bowl tie ins.

Doesn't the other team have to win for it to be a rivalry?

Yes, but as we learned from the Liberty to FBS situation, you can't legally enforce any of those rules. So I lawsuit would therein make the requirement of an invitation to a conference null and void.

Brought to mind the 1969 song, "The Night They Drove Old Dixie Down", by The Band, a Canandian rock group.

True, but drummer Levon Helm was a native of Helena, Arkansas.

Also, Dixie State in Utah? Man if that had been located in a former confederacy state, that name would be gone so f'ing quick. Funny, the world we live in today.

A bit of history on that region of Utah.

Dixie State is a good addition, both geographically and athletically. They have very good facilities and have made the NCAA D2 basketball tournament in eight of the nine last seasons. The academic offerings will improve over time. The D2 additions of GCU and CBU (California Baptist) have worked out well. GCU won the Learfield Sports Directors Cup for the top D2 athletic program their last two seasons in D2 and CBU won the same award last season. GCU, CBU and Dixie were rivals in the PacWest Conference.

NMSU is the still the best basketball school in the WAC, but they do not have an easy road to the autobid. CBU defeated NMSU in their WAC opener 82-76 in Riverside. GCU lost on the road to NMSU in OT on a mid-court shot at the buzzer, 77-75. NMSU had to stage 2nd half comebacks in beating Cal Bakersfield at home and Utah Valley on the road. The WAC conference RPI is #15, ahead of the Sun Belt at #17. Last year the WAC was #15, the Sun Belt #20. The WAC is a competitive conference.

Metro State did not get an invite to the WAC, the WAC contacted Metro State to see if they might be interested in moving up from D2. They apparently were, but they need to upgrade facilities and figure out how they will pay to make the move up. If everything worked out, the earliest they could join the WAC is 2021-2022.
