I think the current rules require the divisions to be as balanced as possible, so you either need a rule change or you need one division of 7 and the other division of 8.
So, also invite Kansas in the ND-ACC type deal. Place the three newbies with the SW schools into the 7-team division.
WEST: USC, UCLA, Stanford, Cal, Oregon, OSU, Washington, Wazzu
EAST: Texas, Oklahoma, Kansas, Colorado, Utah, Arizona, Arizona St.
Require the newbies to only play 6 conference games and they're still eligible for the PAC 15 championship game. The legacy SW schools still get 3 cross-division games - stack the schedules so that they play in California most years. Move the CCG and conference headquarters to Vegas to save on operational costs (and taxes).
For Olympic sports, you have four scheduling pods - to ensure regional schools play home-away each season - rotate through the rest for an 18 game schedule:
Northwest -Washington, Wazzu, Oregon, OSU
Pacific - USC, UCLA, Stanford, Cal
Mountain - Arizona, ASU, Utah, Colorado
East - Texas, Oklahoma, Kansas
