Gotta do what you can. Alas there is no trucking college. CWI hosts all the vocational stuff. How do they do things at the nations biggest commuter school?
Funfact...18% of UCF's undergraduate students live on campus which coincidently is exactly the same % of BSU undergrads living on campus. If UCF is a commuter so is BSU, but to your point UCF happens to be 3x bigger.
Boise Community College has a hilarious 80% acceptance rate. Anyone willing to attend school in the middle of nowhere is accepted, grades and test scoring be damned.

The western portion of the united stats seems to be awful at football for whatever reason. It'd be hard to rate guys out there, because the quality of play is lower. I'm not trying to hate on anyone, it just seems to be subpar football anymore.

Meh. I think this is an overblown hot take that you hear from talking heads. We're not that far removed from USC being a dominant team, and Oregon played in the national title game only 5 years ago. The Pac-12 (which is for sure the dominant conference out west) suffered from a series of coaching disasters, starting with Pete Carroll going to the NFL (USC has really never recovered) and Chip Kelly's decision that he was too big for Oregon. Chris Peterson has been so-so at best at Washington, Whittingham has had his battles with the old Utah AD, and UCLA has sucked now for 2 decades. With some of the coaching hires (Leach, Kelly's return, etc.) and if/when USC grows a pair and makes a good hire, the Pac-12 will be back. Things go in cycles.
With all of the teeth gnashing about how awful sports are in the west, let's not lose sight of the fact that they have some awesome high school programs. Five of the top 10 teams in Calpreps rankings nationally were California teams. Throw in a Hawaii team, and that's 60% of the top 10 from states that touch the Pacific. So the "western portion of the united stats (sic)" is clearly not "awful at football." They've just had a few of their better players (Tua from Hawaii, Najee Harris from California) poached recently.

I'm sure it's cyclical. They have less teams and more area. I'm not sure how the population compares. I just figured they'd put together at least 1 solid team every year.
