I think the limits work the other way around, i.e., there is a maximum number of ABC/ESPN/Fox/FS1 appearances for each team, and that is effectively a minimum number of appearances (1 or 2) on the conference network.

That cap reinforces the tendency to put the less popular teams on the conference network. If there has to be one Ohio State conference game on BTN, it's probably going to be Ohio State-Rutgers; if there has to be a Washington conference game on P12N, it's probably going to be Washington-Oregon State; etc.

I dont think there has been any cap on appearances on ABC/ESPN/ESPN2, etc since the days when the NCAA negotiated the TV deals. Im pretty sure the 1984 Oklahoma Board of Regents vs NCAA SC decision spelled an end to that practice. The conference networks essentially represent the home of 3rd tier content---so, yes, the least valuable content in the conference inventory will end up there. You really dont need to cap appearances by the best schools to accomplish that goal. I just thought most conferences were like the Big12 where football 3rd tier content is defined as one game per school to be chosen by the network. In the Big12, that game belongs to the school---but if they had a network, those 10 games would essentially represent the Big12 Network football inventory. Obviously, other conferences do it much differently. I should have probably realized this because if for no other reason than the fact there is way more inventory found on some of these networks that 10-14 games.

Conferences and schools can agree to those caps. The problem was the whole package was under the NCAA's control. That monopoly was thrown out.

Look, I get that Rutgers wasnt the kind of squad this year that was going to be a regular player on ABC and FOX---but you'd think several FS-1 and ESPN-U slots would be there.

Yes, Rutgers was paid about $40 million dollars, about the same as the entire AAC and MWC television deals put together, for appearing on the BTN about 10 times.

Not just 10 times. Their BBall time is going to appear on BTN quite a number of times as well, I'd reckon.
